Magnet Y will turn in anti-clockwise direction.

Explanation:

North-South will always be attracted to each other as opposite poles...

Also as you said, magnet X is strong so it will remain stable ( it will not move) and with its powerful attraction, it will definitely make magnet Y move and get closer to magnet X.

Therefore, the magnet Y has to struggle to steady itself otherwise it is easily and forcefully attracted towards magnet X ,only by turning 90° to left( in anti-clockwise direction)......
