Everyone individually wants to maximize their own wealth and prosperity.
On average everyone would benefit from economic development, but as with any ever changing capitalist system and creative distinction, although the average wins big there will probably be some shuffling of wealth and the pecking order. In short there would be winners and more winners and some losers.
Who might the losers be, most at risk is the current elite politicians and businesses; if they actually had to complete they might not do as well as when granting themselves a monopoly on capitalism. By erecting corruption and poor institutions, the current elite are able to hinder or even exclude the competition and preserve their place at the top of the pecking order.
Thus it is bad institutions erected by the current elite leadership that hold back development.
The primary reason for poor growth is lack of opportunity. The power structure in poorly developing countries usually has been systematically and institutionally designed to perpetuate the existing power structure. Effectively these countries governments and banks have granted a monopoly on capitalism to their rich and powerful supporters, blocking the fruits of capitalism for any new entrants. It is the systematic self serving design of poor institutions (government banks and business and social practices) that perpetuates poverty in slowly developing countries. The ruling class has sacrificed country wide economic development for self preservation and retention of power. Rulers are being very rational looking after and protecting their own interest, this just happens to have devastating consequences for most of the economy. Better institutions, something that is very difficult but possible to implement, would have better country wide economic results.
