I think self-government is significant because it shifts power to the owners of resources - land, food, economy and even choice.

A long time ago, the world was formed of small villages thay governed themselves and that managed their own resources. As people discovered other lands, they found peoples in those lands that were markedly different in lifestyle from them and so the idea of conquests took root (see the crusades, intervillage raids in Africa etc) and empire building became the way of life.

This is how governance evolved away from the people to governments.

Self governance is significant in that it delivers tge one ingredient to a happy society: stability.
