Difference b/w Political and Permanent executive are ->

Selection/Election :-

Permanent executives are "selected" on a permanent basis. They stay permanently, even after the govt. has changed.permanent executives study the whole situation and assist the the political executives.These are the civil servants. For example IAS,IPS and other such officers.Political executives are "elected" and are not on permanent. They get out of power when their government is not in power.The final decision is always of the political executives. These is the parliament members. For example the political leaders.

Working criterion :-

Political leaders who take big decisions fall in the category of political executive. The minister is elected by the people and is answerable to all for the implementations of his decision. The minister decides the overall framework and objectives in which decisions on policy should be made.The Permanent Executive consists of the civil servants who remain in office even when the ruling party changes.Yet,as the minister is elected by the people, he holds an important position in the policy making aspects when compared to the Permanent Executive who have more expert knowledge of the subject.

Time period :-

Political executives hold office only till the time the party to which they belong rules.Permanent executive hold office till the age of their retirement which is 65 years of age.

Accountibility :-

The Political executive are directly accountable to the political party they belong to.The Permanent executives are not directly accountable to the people but to the political ministers.




 




Executive, whatever the prefix it comes with, is that organ of the state machinery which is responsible for the execution and enforcement of laws. It has been classified differently by different people. One such classification is— Political vs Permanent.

Difference between Political Executive and Permanent Executive

Political Executive includes those persons who are elected by the people. While on the other hand Permanent Executive includes those persons who are appointed by any centre or state body.Political Executive is usually appointed for five years (in India) while the Permanent Executive is permanent as the name suggests. He serves up to the age of retirement as specified.Political Executive includes Ministers of both centre and state while as Permanent Executive includes bureaucracy (civil servants).Political Executive is responsible to people for all his decisions but a Permanent Executive is not responsible to people directly.Political Executive keeps on changing with the change of governments but Permanent Executive remains in office irrespective of the change of governments.
