There are many different ways to judge developmental goals of different people.
Suppose in a village a group of engineers want to make dam so that they can generate electricity from water. but for making dam they have to move villagers from that place, in that case making of dam is not a development for the villagers becoz for making dam they had to leave their house. And have to face difficulty.
