see they are asking how many 3 digit numbers we can have so

the three digit number starts from 100 so the smallest 3 digit number is 100

and it this three digit ends at 999 because after 999 it 1000 which is 4 digit number so, the highest three digit number is 999

so the numbers in from 100 to 999 will be 899 and by including 999 we get 899+1=900

similarly

smallest 5 digit number is 10000 and largest 5 digit number is 99999 so 89999+1=90000

smallest 8 digit number is 10000000 and largest 8 digit number 99999999 so 89999999+1=90000000

you can also use permutations and combinations

let the  _ _ _ these three spaces represents 3 digit  number

we have total 10 numbers from 0 to 9 so

if it is the three digit number we cannot fill left side first space with zero so it has only 9 possibilities (012 is not 3 digit number where as 102 or 120 is three digit number)

and the other two spaces we can fill any number including zero so they had 10 possibilities each

so total will be 9*10*10 =900 so we can get total 900 possibilities of 3 digit numbers

similarly for 5 digit number 9*10*10*10*10=90000

for 8 digit number 9*10*10*10*10*10*10*10=90000000
