surface area of sphere is

 =  > 4\pi {r}^{2}

 =  >  \frac{4\pi {r}^{2} }{4\pi {r1}^{2} }  =  \frac{4}{9}

 =  \frac{ {r}^{2} }{ {r1}^{2} }  =   \frac{4}{9}

 =  >  \frac{r}{r1}  =  \frac{2}{3}

Volume of sphere is

 \frac{4}{3} \pi {r}^{3}

 =  > \: ratio \: of \: there \: volumes =   \frac{ \frac{4}{3}\pi {r}^{3}  }{ \frac{4}{3}\pi {r1}^{3}  }

 =  >  \frac{ {r}^{3} }{ {r1}^{3} }

 =  >   \frac{ {2}^{3} }{ {3}^{3} }

 =  >  \frac{8}{27}
