firstly consider it as full solid sphere,
and it's total charge would have been 10nC
In order to calculate the potential 15cm away from it's centre we can consider it as the whole charge is concentrated at the centre
so electric potential V'
V'=[K×10(to the power-8)]÷15/100
so the electric potential due to the hemisphere will be V=V'/2
and it's total charge would have been 10nC
