 - ( \frac{13y + 15}{4} ) =  \frac{3y - 9}{2}

cross multiplication

2( - 13y - 15) = 4(3y - 9)

12y - 36y =  - (26y + 30)

y =  \frac{6}{38}

y =  \frac{3}{19}

12y + 26y =  - 30 + 36

38y = 6
