the person who decides governmental policy in any democratic country is and always has been a divisive figure, loved by half the population and hated by the other half, a lot of countries find it's a good idea not to make them the head and highest representative of the state as well. To do so can badly weaken the unity of the country. If the president and PM are separate people, it makes it easier for people to oppose the government without appearing to be opposing the state itself as well.
