the government of india appointed second backward class commission in 1979 and headed by B.P Mandal. This was known as Mandal Commission.
Its specific recommendation was that 27%government jobs be reserved for sociallt and educationally backward class(SEBC).
The commission gave report in 1980 with many recommendation.
