If you really want to block someone in the comment section then it is not possible but you can report that answer then it will be deleted.
And by this way no one will be able to comment on that question.

Heyy here is uh answer
When somebody is troubling uh in comment section .then go to the option edit profile so there would be a option of preference click on that
And down u could see not to allow comments frm strangers
Soo then save uh preference ,
Thn that prsn couldn't cmmnt on uh prfl
