Yes, because velocity is a vector, so it has both magnitude and direction. ... So an object which changes any one of magnitude or direction may have variable velocity.But since it is moving with constant speed,the magnitude of the velocity is constant,and the direction is changing.

The body changes its direction every instant, hence the velocity cannot be constant at all, because being a vector quantity, both magnitude and direction should not be altered. ... So, velocity can be non uniform with the speed being uniform.
