120 kg sugar bought at rs 22 per kg

cost price = 120 × 22 = 2640 ₹

30% of 120 kg = (30/100)×120 = 36 kg

sold at rs 13 per kg

selling price of 36 kg = 36×13 = 468 ₹

remaining sugar = 120 - 36 = 84 kg

sold at rs 25 per kg

selling price of remaining sugar = 84 × 25= 2100 ₹

total selling price = 468 + 2100 = 2568 ₹

selling price less than cost price so Loss would be there

loss = 2640 - 2568

=> loss = 72 ₹

loss % = (72/2640) × 100

= 2.73%

2.73% Loss
