Those Angels are working without rest and this is one kind of service to God. The speaker tells another kind of service to God in the last line. He says those who stand and wait to recieve god's order are also doing service to God , because, the very act of standing and waiting for God's order is itself a service and devotion towards God. It is referrent to the poet because, since he has gone blind , he is not able to produce creative work like before he used to do.
