Ans 1 : The circumstances under which the president may excercise some discretion in selecting the prime minister are -

i.) When a vote of no-confidence motion is passed against the ruling legislature party or it loses the majority support in the Lok Sabha, it is then recommended to the President to dissolve Lok Sabha. It is at the discretion of President to either dissolve Lok Sabha or ask another party to prove its majority in the House.

ii.) The President can remove Ministers in case they have lost the confidence or majority support of the house but refuses to resign from their posts.

iii.) In case of sudden death of Prime Minister where the ruling party is unable to meet and immediately elect a new leader (or Prime Minister), the President appoints a new Prime Minister. For Example - Assassination of Mrs. Indira Gandhi.

Ans 2: Two ways in which Constitution ensures the pre-eminent position of the prime minister in relation to the council of ministers -

i.) The Prime Minister has the power to choose and dismiss the ministers. On the advice of Prime Minister, the President appoints or dismiss the ministers.

ii.) He allocates departments or portfolios to the ministers.

Ans 3: Role of Prime Minister as a leader of nation -

i.) The Prime Minister of India decides the kind of relation India would have with other country.

ii.) The Prime Minister represents the nation. When he speaks, the whole nation is supposed to be speaking through him.

iii.) He is the Chairman of Niti Aayog and the Atomic Energy Commission.

iv.) During External aggression or war which is a national crisis, the opposition parties also support the Prime Minister.
