Scouting was officially founded in British India in 1909, first starting at the Bishop Cotton Boys' School in Bangalore. Scouting for native Indians was started by Justice Vivian Bose, Madan Mohan, Hridayanath Kunzru, Girija Shankar Bajpai, Annie Besant and George Arundale, in 1913.Scouting started in India in 1909 and for many years several Scout and Guide Associations existed. By 1951 the Associations had merged to form The Bharat Scouts and Guides. There are three Sections in the Association: Cub Scouts aged 6 - 10 years Scouts aged 10 - 18 years Rovers aged 18 - 25 years.

In 1909, the scout movement was introduced in India by Capt. T. H. Baker . At first, the moment was open to Anglo - Indian and European boys only but in 1916 , Dr. Annie Besant , assisted by Dr. G.S. Arundale , started the Indian boy scouts association in South India and in 1917 pandit Madan Mohan Malaviya and Pandit Hridaynath Kunzru , assisted by Shri Ram Bajpai , started the seva samiti scout association in North India .

In 1950 , all the scout associations in India merged to form the Bharat scouts and guides .
