why water at 0degree Celsius have more energy as compared to particles in night as same temperature.?

Particles in water at 0 degree have more energy because they are in liquid state and therefore less force of attraction and more kinetic energy this results in high motion of particles and this results in high energy next the ice particles are bind together and have less kinetic energy

 0 °C Water has already absorbed the latent heat of fusion whereas ,ice at the same temperature has not absorbed  the latent heat of fusion and has less kinetic energy
.
