this is the extreme condition.. (when force is Max.) so, the range will be from + to - 0.4 x10^(-8) . + when the force is repulsive (at Max.) and - when force is attractive (at Max. ) and frictional force is self adjustable in nature so.. it's direction will be at 180° from the coulomb's force.
