In HNO3 nitrogen in his Highest oxidation state(+5) so it can not loose electrons only accept electrons hence it is only oxidant.

In NH3 nitrogen in his lowest oxidation state(-3) so it can not accept electrons only donate electrons hence it is only reductant.
