As Date function returns date ( Year , Month , Date)
so DATE(YEAR(A1),2,29)
will return date 29-Feb of Year in Cell A1
Now month return the number as Jan = 1 , Feb = 2 & so on
if it will be a leap year then 29-Feb will exist in that year
so Month will return output 2
2 = 2
Hence TRUE
if it will not be a leap year then 29-Feb will not exist in that year
so Month will not return output 2 ≠ 2
Hence FALSE
