: Newton third law of motion states that For every action force there is an equal and opposite reaction force.Horse exerted a action force on cart and cart exerted a equal and opposite forces in the form of reaction as a result cart will be pulled..
but if forces are not equal then due to breaking of newton law of motion... cart will be on rest

- These two forces are always equal in magnitude but opposite in direction.
- These forces act on different objects and never on the same object.
- Action and reaction both are not acted on the same body. So there is no chance of cancellation.
