Explanation:

  • The above statement can be explained by taking Mexico as an example. Elections in Mexico ran against the policy of a free and equal referendum as a foundation for a democracy where those in power currently have equal ability to lose. Mexico has held elections every six years for its President since its independence in 1930.
  • Before 2000, an institutional progressive party (PRI) dominated the elections. The party used every dirty trick to win the elections. Opposition parties have contested, but have never succeeded in winning. The PRI forced all govt  staff to work for the party and support the, Teachers were asked to compel parents to vote for the PRI.
  • Opposition political groups have largely avoided by the media for their  actions except for condemning them. Around the last minute, the voting stations were moved from place to place, making it impossible for voters to cast their ballots.

Another example is China. In China, elections are regularly held after five years for electing the country’s Parliament, still it cannot be called a democratic country

  • Electing the country Parliament, that is, The National People's Congress, is annually held in China every five years. However all elections are won only by the Communist Party of China (CPC).    The National People's Congress has the power to elect the President of the country. It has nearly 3,000 Chinese elected officials.
  • Some officers of the military are also chosen. The Communist Party of China wants the nominee (that is the candidate contesting the election) to be approved before the elections. The election in 2002-2003 must only be contested by candidates those of whom  are members of the "Chinese Communist Party (CPC)" or eight minor (affiliated to the CPC) parties.
  • Considering all these we can say  while China is democratic the feature of Free elections , that is, people having the option to choose their representatives is limited with CPC dominating all elections and not allowing other parties/candidates to contest.  Hence, China as such is not a democratic nations

It is clear from the above situation that elections are not sufficient. The elections have to offer a specific alternative between political choices. And if people so wish, people should be allowed to use this opportunity to remove the existing rulers.
