Japan is an area that's realy prone to earthquakes. So every time an earthquake strikes many things get destroyed including buildings such as houses. As it would be difficult to reconstruct the houses everytime after the earthquake subsides they are made of wood. Also reconstruction of buildings requires a lot of money. This would be difficult for the nation.
