Because there are so many earthquakes in month or year so if the houses be not made op of wood so, so much amount of money will spend only on houses there will be no money for city town island etc.

Japan  is  an  area  that's  realy  prone  to  earthquakes.So  every time  an  earthquake  strikes  many  things  get  destroyed  including  buildings  such  as  houses.As  it  would  be  difficult  to  reconstruct  the  houses  everytime  after  the  earthquake  subsides they  are  made  of  wood.Also  reconstruction  of  buildings  requires  a  lot  of  money.This  would  be  difficult  for  the  nation.
