Are council of ministers appointed by president from Lok Sabha only ??

UNION COUNCIL OF MINISTERS:
The council of ministers are appointed by President of India on the advice of prime minister. With the prime minister as head, council of ministers aid and advice the president.
Qualifications:
• The council of ministers are appointed from any of the houses of parliament.
• If they are not from Parliament, then they should be elected to the Parliament within 6 months.
Composition:
India has three tier ministry. They are namely Cabinet ministers, ministers of State and Deputy ministers.
Cabinet Ministers:
• The cabinet ministers aid and advice the prime minister in important decisions.
• These ministers are senior and more experienced.
• The cabinet ministers make the policies of the government.
Ministers of State:
• These ministers hold the charges of small ministries.
Deputy Ministers:
• These ministers have no independent charges.
• They assists the canine ministers and work under the guidance of cabinet minister.
