Hot water can be a pollutant because:

i) When it is released into the rivers, the temperature of the water rises, so the aquatic animals as well as plants can die.

ii) Thermal pollution can lead to a decrease in the dissolved oxygen level in the water while also increasing the biological demand of aquatic organisms for oxygen. 

iii) Warmer water can leach out metals and organics from the stream bed.

Hot Water contains less oxygen as compared to cold water.so,when it is mixed to normal water, the oxygen content decreases which results in the death of aquatic life. Therefore their bodies also floats up and pollutes water. Also eggs and larvae of many animals are not susceptible to temperature changes.Thus,hot water also acts as pollutant.
