Surface tension is due to the tendency of liquid surfaces to act as thin films. At a water surface, molecules have excess energy compared to those molecules inside the liquid.They are subject to attractive forces from molecules below them but they do not have any molecules above to cancel the attractive forces. Thus, the molecules on the surface and those inside the liquis have different energies. Externally, work has to be done to reduce these cohesive forces. This work done is what surface tension corresponds to.
Basically, part of the energy of surface tension (the energy of attraction) is disrupted by the motion due to higher temperature. this means that it is easier to separate adjacent molecules from their common adhesion. Which means hot water can clean better than cold water.
