By the afternoon, the sun's heat has been building since noon, so and more heat is being sent at the surface than is leaving it. After 3 to 4 p.m., the sun is low enough in the sky for the amount of heat it is giving off to be greater than that incoming, and so temperatures begin to cool. But sometimes, highs can also occur in the evening, due to warm fronts sweeping in at the time. Then, by the next day, the cold front comes early, causing the low to be during midday, but this is rare. As for the low, same idea, the nighttime air continues to drop until the sun comes up, so the low is generally right before sunrise.
