In cold countries, due to climate conditions the windows hav double glass as glass is an insulator and it doesn't allow to move any heat which is present in the room and even it doesn't allow to enter the cold weather inside the room/house,thus keeping warm inside.

These are essentially the same reasons that lead to higher energy consumption in the hotter countries like India. As the sunlight is very hot the curtains and blinds remain perpetually drawn resulting in a need for extra illumination and the green house effect increases the need for higher cooling.
