A bill is an idea and is first proposed by a person in the Vidhan Sabha. There is a vote and if it is voted by maximum, it is sent to the parliament. If the parliament passes the bill, it becomes a law. If the governor has suggestions about the bill he can come back to the Vidhan Sabha. If Vidhan Parishad is there in the state, the bill has to pass two votes before being to the parliament.

A bill is a proposal to make a new law or to change an existing one.the bill has to pass through two houses.it is forst passed to vidhan sabha.if the majority of people are in favour of bill then it is pass to another house and then to the governor.if the governor signs the bill it becomes a law.but sometimes the governor may have disscussions wit hthe president on the bill and hold it for some days.somwtimes they might return the bill back with few suggestions.
