Electric locomotives have forward, reverse and neutral. Neutral simply means that the accelerator is disconnected and that there is no power. If the electric engine was to idle like an internal combustion engine (that is, running without a load), the current would get too high and the engine would be damaged. The engine has protections against this as it automatically cuts the power if the current is too high.
