✳, NEWTONS 3rd law is = Every action has it equal opposite reaction which acts on different bodies.
So here, horse is pulling ,it is action and the cart is applying reaction force. Now the fact that matter is that how much one could apply force on ground for forward reaction. That's why ever horse is able to pull the cart.
