How acidic or basic salts are convert into normal salts?

acidic or basic salts cannot be converted into neutral salts for example if you add carbonic acid to sodium carbonate the salt only becomes acidified not acidic.But you can replace the anion using a simple displacement for example sodium carbonate + chlorine gas results in sodium chloride and carbon dioxide
