actually it is not both it is chemical change

Quicklime is calcium oxide (CaO). When you add water, it is converted to calcium hydroxide in the reaction:

CaO + H2O -> Ca(OH)2

The water is not just a coordinated water of hydration.

In geology when earthen materials are exposed to water and are weakened or decomposed (often resulting in erosion), this process is referred to as slaking. Thus, calcium hydroxide resulting from treatment of quicklime with water is called slaked lime.
