No, this is actually part of the original ATX specifications. The design standard for computer cases has the power supply at the top of the case and the fan always exhausting out the back of the case.
This design is expressly for the purpose of removing the warm air from the case.
I actually have a small-form factor (SFF) computer where the PSU purposely is on top of the CPU heatsink. The PSU fan is the only fan in the system and it draws heat directly away from the CPU. Being home theater PC (HTPC) it is on all the time and been running fine for 4+ years. Note that I used a lower power CPU and undervolted it.
