  3. bring the charge and then charged objects in contact with each other.

As the charged object comes in contact with uncharged object, the uncharged object gets charged up. It depends on the previously charged object whether the new object will be positively charged or negatively charged.

For example, if the charged object had more electrons then the electrons will be divided between the neutral and the charged object. So, the new object will be negatively charged. But, if the charged object had more protons than electrons, the neutral object will gain protons and will become positively charged.
