when the Brook emerges from its birth place and flows it makes a lot of noise. This noise is compared to the noise borne out of a quarrel.

Bicker means to quarrel the poet uses this words because like the great noise made during a quarrel the fast flowing water of the brook makes a great noise while flowing over the hills

It bickers because it is in a hurry to flow away. This also states the youth full state of brook where it is energetic.
