1) changes in power sharing is not easy to be done. it is a long and time consuming process.
2) for making any changes, a bill has to be made first and then passed through both the houses of parliament.
3) the bill should pass with the majority of the members of lok sabha as well as the rajya sabha.
4) after the complete passing and authorization, changes can be made in the power sharing arrangements through amendments in the constitution.
5) in a democracy, the opinion of the public has to be considered also.
