Well, it's a complex process not completely understood yet. Broadly it's an interplay between solubility and water vapour is lighter than atmospheric air, moisture-laden air rises up. Temperature drops down with height. Hence, after ascending a certain height water vapour freezes in to water droplets which are called cloud droplets. Salt particles act as nucleation agents for this process. This cloud droplets in turn coalesce (merge with each other) and become heavier. After a certain critical volume (radius, actually) is reached these can't be held any more by atmosphere and results in precipitation. Before that those exist as clouds.
