Only Delhi and Puducherry have elected assemblies and governments among the 7 Union Territories. As the name suggests, Union Territories ( UT) are directly administered by the Union government. But, since these two have a elected goverments they are at a different plane.

Delhi and Puducherry are different from other Union Territories due to the fact that both these U.Ts have an elected legislative assembly and an executive council of ministers. This applies that Delhi and Puducherry were provided with a "partial statehood". The Indian Parliament has the authority to enact legislation to amend the Constitution and give a Legislature with chosen Members and a Chief Minister for a U.T, as it has prepared for Delhi and Puducherry.
