The concept comes from Ken blanchard, author of many books on leadership. He says the ducks quack citing rules, regulations and policies rather than actually helping customers. Conversely eagles soar rising above challenges to own problems and "use their brains" to solve them for customers.

Bald eagles prefer fish, but will take ducks. Golden Eagles often kill ducks. Both are opportunistic; they generally will not go after ducks that are on the water, or in full flight, but if they see a duck taking off from the water or land, the point at which it is most vulnerable, they might make a try for it. When they do such a thing, they commonly either fist their talons and literally knock it down, either knocking it unconscious, breaking its neck or both, or bind tightly to the body, killing it either by piercing the heart with a talon or squeezing the breath out of it by constriction. At 400 ft/lbs of pressure per talon, it’s not hard to do both. Golden eagles and other land-based birds generally prefer not to try for ducks when they are over water. Fishing eagles like the Bald, the Stellar Sea-Eagle, and sometimes the Osprey, will take them over water as they are used to going down into water to catch their prey.
