A farmer usually is the owner operator of the farm, but in a sense, farm laborers are farmers, too, if they plow, plant, tend, and harvest crops. Farming is an activity, and those who are employed in the activity are farmers in a sense of the word. There are workers on farms who do not farm, truck drivers, equipment mechanics, and others, so the definition can become blurred a bit.
