How are grass root petroleum refinery differ from petroleum refinery?

Grass root refinery is on a green-field, meaning from scratch. There is no infrastructure, roads, jetty etc. 

It is also customary to use the term Green-field in place of Grass-roots (they are interchageable). Like wise the opposite term is "Brown-field" or "brown-roots" [Brown-roots means a capacity addition to an existing refinery]
