Involuntary action does not involve thinking to enable muscle movement but it is still controlled by our brain. Example: Beating of our heart is an involuntary action.

Reflex action: It is quick and spontaneous action  in response to stimulus. For example: On sudden exposure to bright light we close our eyes immediately.
