involuntary actions happen inside the body without the person knowing and are not caused due to the action of an external stimulus whereas the reflex actions are those actions which happen due to the action of an external stimulus.
for example beating of the heart and removing the hand due to feeling heat (in the case of touching a frying pan)

Involuntary action is the set of muscle movement which do not require thinking. But it is controlled by brain for example beating of heart beat while on the other hand, the reflex action is rapid and spontaneous action in response to any stimulus. For example closing of eyes immediately when bright light is focused.
