Do you mean environmental policy’s relation to tech and traditional institutions? Well, tech is changing a lot faster than the government can keep up with, but that is mainly due to the influence of money on politics. Pretty much everyone knows we need a paradigm shift in policy to provide sustainable ecological services into the future, but old money looses out in that transition, so policy is stagnant if not regressive. So yes, they are heavily interdependent but artificially so.
