Members of Rajya Sabha are elected by the elected members of State Legislative Assemblies in accordance with the system of proportional representation by means of single transferable vote.

the candidate are elected by the legistive assembly of state and union territories by means of single Transferable Vote through proportional representation and in other word MLA elect the member of Rajya Sabha
