How are recombinant vectors created? Why is only one type of restriction endonuclease required for creating one recombinant vector?

recombinant vectors are created by ligating desired DNA sequence on its site near to ORI(Origin Of Replication).

Only one type of RE is used as if we use different RE for DNA and vector then there will be two different sequences of DNA on both  therefore no bond formation will occur b/w them hence, no ligation, therefore no recombinant vector will be formed.
