1. The inclusion of various groups. The various principles and values of a democracy should reach all the regions and groups of a country like the women and minority. The system should be able to address all their grievances.
2. Greater power to local governments. The decision making power should not be completely centralised. All the federal units should have a share in power because it's the lower units that are closest to the people.
3. Lesser decisions should be outside democratic control- If the decisions are outside democratic control, the decisions can be influenced by the wealthy and the powerful people. This may not be in the interest of the people.
