n accordance with the system of proportionalrepresentation by means of single transferable vote, every elector canmark as many preferences, as there are candidates contesting theelection. These preferences for the candidates are to be marked by theelector, by placing the figures 1,2,3, 4, 5 and so on, against the namesof the candidates, in the order of preference, in the space provided incolumn 2 of the ballot paper. The preference can be indicated ininternational form of Indian numerals or in the form used in anyIndian language or in Roman form but the preferences cannot beindicated in words like one, two, first preference second preferenceetc.
